Need help working out where backoffice JS error coming from?

I installed v4.70 a while a go for a site I am working on, I noticed at the time I was getting a js error in th back office, but it didn't seem to be effecting anything so I ignored it.

Now I am trying to add a jquery datepicker to one of my custom backoffice pages but it's not working because of the js error so I need to sort it.

It appears when I go into the content app and click "content" (and pretty much everywhere else)

I seem to be getting a few errors:
    Chrome says this:

TypeError: Object function (a,b){return new c.fn.init(a,b)} has no method 'cookie' [http://mysite.dev/umbraco_client/panel/javascript.js?cdv=1:48]

but when I run it in Firefox it says this as well:

Error: speechBubble.jQuery is not a function
    Source File: http://mysite.dev/umbraco/js/UmbracoSpeechBubbleBackend.js?cdv=1

I have tried running firebug and I'm not seeing anything but I must admit I'm not quite sure how to use it !

Anyone got any pointers or ideas where this error is coming from?
