I created error pages and configured them to be forwarded in case of error.
My problem is that I've already added it at startup and already made the settings in iis and even so it keeps giving an error and doesn't redirect to the error page I defined.

Umbraco 9's page redirect to non-existent page does not work and returns the error in the image.
Can anyone help why this happens?

I'm not quite sure I understand your question.
If you setup a redirect to a page that does not exists, you see to "page not found"-page, as in the screenshot.
Did you except something else to happen?

If you want an easier way to manage 404 pages, it could be worth trying this package for v9. https://our.umbraco.com/packages/backoffice-extensions/hot-chilli-page-not-found-manager/
It gives editors the ability to set the 404 page easily without modifying the settings file.
