    Courier 2.7.1 - fixes license issue

    Final sanity check before I push out 2.7.1 as a final release:

    2.7.1 Changes
Fixes:
- Cache manager failed in enviroments where the cms dll was registered as the calling dll, 
and the license was an express license
- Tree picker failed in express mode
- Locations in express mode was unclear as the icon was a folder, locations does not have any function
other then view in express mode.
