Is public accuses has cap for just 60 ? how can increase the public access cap ?

I got this error when I try to add member public access , I have added 60 member but I cant add more then 60 member how can increase the public access cap ? umbraco/backoffice/UmbracoApi/Content/PostPublicAccess
