Multiple Sites, able to visit root page with another site domain, is it a bug or design?

I have two sites with domain setting in one Umbraco instance, content structure like this:
Content
|- HomePage1 (Domain is: Site1)
   |- Child1-1
|- HomePage2 (Domain is Site2)
   |- Child2-1

When visit Site1/HomePage2 it shows the HomePage2, is this a bug or design?
