Umbraco forms with ReCAPTCHA after submit the from there is error showing

Am facing error in umbraco forms with ReCAPTCHA after submit the from there is error showing:
System.Net.WebException: No connection could be made because the target machine actively refused it. [::ffff:216.239.38.120]:443 (www.google.com:443)
---> System.Net.Http.HttpRequestException: No connection could be made because the target machine actively refused it. [::ffff:216.239.38.120]:443 (www.google.com:443)
---> System.Net.Internals.SocketExceptionFactory+ExtendedSocketException (10061): No connection could be made because the target machine actively refused it. [::ffff:216.239.38.120]:443
I found that server does not have direct internet access is only have access via the proxy which means only browser and app with proxy setup have internet access, my question is umbraco forms try to access google when we submit form?
If it yes is there is way to stop the outside connection by settings.
