Umbraco issue with routing when setting Culture and Hostnames

I'm experiencing an issue using the following structure in the CMS (Content) and enabling Culture and Hostnames:
-> Site (/)
-> Language (/nl)
-> Home page (/nl/home)
I have enabled Culture and Hostnames on Site e.g. example.com and also on the Language page but with the difference I assign the domains as /nl and /fr because it is a multilangual website.
For some reason this causes navigating to example.com/nl/site to load the home page.
Mind you that I also set umbracoInternalRedirectId on the Site page to go to the Language page and on the Language page I also set umbracoInternalRedirectId to navigate to the home page.
But still.. navigating to example.com/nl/site should give me a 404 (as this page does not exist under Language)? at least it did in Umbraco 8.
