4.7.1.1 Wont save stuff like css changes, or user details in IE. Works great in Firefox. You say make a change in a css file click the save button, get the saved balloon but it isn't saved. Odd.
What compatibility mode does it run? If you site happens to be in the "Intranet" zone then IE by default set up to use a non-IE9 compatibility mode. Try to make it run the site in IE9/IE9 mode. You can inspect it pressing the F12 button.
As a sidenote to the suggestions Rodion makes above I would like to encourage you to not edit the CSS files within Umbraco if you can avoid it. It's much better to use an editor outside of the Umbraco backoffice.
I use VS210 to edit umbraco however I am reporting a bug I have found. Forget about Compatibility Mode and Zones as that a red herring. Its actually worse, as some of the edits being saved are actually saved but not shown on the the refresh. There appear on Firefox and VS2010. Very odd.
In regard to the issues in IE9 - It's not becaue you have changed the browser settings like disabling cookies, JavaScript or something like that? (I have caught myself ovvasionally wondering about stuff in Umbraco that did not work, because I switched some default browser settings of to test stuff in the frontend).
If this is not the case then please don't hesitate to file the bug and post the link to it in here so people who may experience the same thing can vote it up.

I'm sorry if I have misunderstood your previous post and sorry for my late reply.
If this is in fact a bug related to IE9 then you should make sure to file a bug report on http://www.codeplex.com/umbraco
