Not currently no. I think we have an feature request int the issue tracker for this as at some point we would like to add properties to most things to allow these types of customisations.
ATM though you'd need to manage these yourself via a dashboard or something like.
We will for now, make some kind of document types, that auto create Countries and Regions, so that we can use IPublishedContent to get the time property and at the same time, make sure the editor only need to edit this at one place. :)

Is it possible to add custom properties to a country region?
To be specific i would like to add a timepicker to indicate when delivery is no more possible for the same day.
